Formative Assessment & Test Administration Specialist
Kim Rathke is the Formative Assessment and Test Administration Specialist at USBE. She has a master’s degree in gifted education and is Nationally-Board Certified in ELA/Early Adolescence. She is the program manager for Utah Compose, UTIPS, and RISE. In addition to her work in assessment, she is a member of the USBE Microcredential Advisory Council, is a committee member for the USBE Strategic Plan 2B on Professional Learning Standards, the High Quality Instructional Design team, and is part of the Social-Emotional Learning workgroup. She has presented at local, state, and national conferences on topics that include automated essay scoring, writing, disciplinary literacy, including writing in CTE, the integration of knowledge and ideas with social studies and CTE, using data to inform instruction, and the formative assessment process. She is the co-author of The Game Plan: A Multi-Year Blueprint to Create a School Culture of Literacy and Data Analysis.
